82, of Franklin Lakes, New Jersey died at his home on July 3rd 2007. Mr. Dugan retired as President and Chief Executive Officer of L.B. Foster (Pittsburgh, Pennsylvania, NASDAQ listed “FSTR“) in 1990. Mr. Dugan was born in Osceola Mills, Pennsylvania, the son of Joseph L. Dugan, former Mayor of Osceola Mills, and Oral Ruth Dugan (nee: Williams). Prior to joining LB Foster in 1986, Mr. Dugan was Chief Financial Officer of Todd Shipyards Corporation (New York City) 1976 – 1985; Treasurer of Fairchild Corporation (Hagerstown, Maryland) 1969 – 1986; and he held senior finance positions at the Stratos Division of Fairchild (Bayshore, New York); Soundscriber Corporation (Meriden, Connecticut) and Airpax Electronics Corporation (Cambridge, Maryland and Fort Lauderdale, Florida). Mr. Dugan served as a member of the Board of Directors of LB Foster, Todd Shipyards and several investment funds of the US Trust Corporation.



Mr. Dugan served in the US Navy during World War II as a Chief Petty Officer in the Southern Atlantic Theatre and following the war attended Villanova University, graduating with a BS Degree in Economics in 1950. Mr. Dugan obtained his MBA from the State University of New York in 1967.



Mr. Dugan was married to Florence C. Voelker from Baltimore, Maryland in November, 1952. Florence Dugan passed away in October, 2005 after a long illness. Mr. and Mrs. Dugan have been residents of Franklin Lakes, New Jersey for over 30 years and were active in the Most Blessed Sacrament Roman Catholic Church and the Archdiocese of Newark, New Jersey. He was also a member of Activities Unlimited. Mr. and Mrs. Dugan are survived by their five children: Joseph H. Dugan Jr. (Upland, California); Michael P. Dugan (Ridgefield, Connecticut); Frances E. O’Brien (Basking Ridge, New Jersey); Patricia A. Dugan (Franklin Lakes, New Jersey) and John M. Dugan (Ramsey, New Jersey) and by their nine grandchildren.



Services will be held at The Most Blessed Sacrament Roman Catholic Church in Franklin Lakes, New Jersey on Saturday, July 7, 2007 at 10am. Viewings on Friday, July 6, 2007 at 2pm-4pm and 7pm-9pm at Vander Plaat Vermeulen Memorial Home, 530 High Mountain Road, Franklin Lakes, NJ 07417 (phone: 201-891-4770).
